He can't use Officer Juggs, at least not in an "official capacity" barring a cameo. That's why Juggs is never used in the MnF Metropolis games despite appearing in almost every single one.
Barring special exceptions, like Diva Mizuki or Lana Craft, the characters more or less belong to certain game-makers.
That's why only Serega actively makes games with the likes of Mrs. Claus, Officer Juggs, and Cassie Cannons, why only Kosmos uses the likes of the Nintendolls and Tilda von Titantanks and Boobelma, and why only Vadim makes games with Mighty Mom, Mrs. Megamounds, Nancy Boobitch, etc.
Yeah, the game-makers can reference characters made by other game-makers and occasionally have them cameo in the background, but ultimately only certain game-makers make games involving certain characters doing sexual debauchery.
