To create an art I have been using Adobe Flash Professional for many years, cuz I get used to it. After all the art and animations are done and
converted into the appropriate format I import them into Adobe Animate. In Adobe Animate you can create HTML5 game from art you made.
If you like how Adobe Animate works with graphics, you can entirely skip Adobe Flash Professional part and do all the art there.
