who knows? Either a lot of the game-makers have enough requests and ideas as it is, or some feel like they can come up with good ideas on their own.
As far as i can tell, Kosmos doesn't really take submissions (unless the countless conversations in the Game Forums count as "submissions"), and i'm not sure how many others actually take them). Only V@dim actively takes game submissions, at leats when he isn't preoccupied with a current game.
