It flies under the radar because she becomes at ghost in the beginning, so she's declared "non-human." So I guess if I works like that I think Booblema could make sense because they too were mutated or something like that and if that Officer Juggs Alien game were to work she would have to be classified as an "alien" whether through a mutation or other means.
