That's true but that may make her not as liked then, the best way I can put it is like with Super Whore Family, when the 3rd game came out and they had to make it so the main guy in them has no blood relation to the women he has been fucking kind of upset the fans of those games, they still like them but 3 was there least favorite out of them all just because that had to be added in.
That was their same reasoning with Big Top Bangaroo. They figured that as long as the woman didn't have actual sex with the animals (just bjs, titfucks, handjobs, etc.), then thay'd be fine. But nope. It still counted as bestiality and so the game had to be taken down. And I'd say the same logic applies here.

Notice how they say "sexual relations" and "sexual activity". Basically what this means is that ANY sexual act between two people who are related is incest.
