Its the year 2200 on Earth and the city of Cuelais has been hit by major pandemic. Few months ago some ABC Corporation by mistake released some harmful viruses into the atmosphere, as a result people have been affected.They have developed different symptoms. For males their hunger for sex has increased tenfold. Their desire to breed and infect others has been increasing. One of these include having sex with the opposite gender and infecting them with the virus as well.

Story revolves around Madame Mammaries who ignores all this and as a result get fucked by a group of infected creatures.

it is an...interesting idea, but as i said in that other forum channel where you asked about zombies and ghosts, there are limits to how far they can take any zombie usage before it causes issues with CCBill.
It can't be too much like "classic horror/thriller" type of zombies in terms of behavior or blood/gore, and the zombies would have to be more human-like in nature.
I'm not the biggest expert on the rules here, but seeing as they have strict rules against beastiality, tentacles, any blood or gore usage, cannibalism, etc i wouldn't be surprised if there were rules against Zombie usage due to potentially being considered a form of necrophilia (sexual acts with corpses), along with their typical association with blood/gore and cannibalism.
Same with animals (which can be classified as beastiality, zoophilia, or both).
You can get away with ghosts, since they don't have bodies (so not necrophilia) and they tend to be more humanoid in nature, and you can also get away with vampires (their undead status is closer to living than dead and their sheer popularity in romance genre would make them a special exception anyways), but i think there's a reason why the game-makers don't usually use zombies (beyond the fact that it may not be a popular sexual trope/fetish that doesn't get a lot of requests to begin with).
Plus, the games here are usually meant to be more "situational comic-relief" in nature than dark.
And given the shaky ground that games with non-human male characters tend to be (like with animal-robots, beast-mechs, and demon usage), it might be best if the game-makers stick with either humans or human-like male characters (like gods, elves, superheroes, etc) to avoid any sort of unnecessary controversy or trouble.

Also, i'm not sure if there is a rule against pregancies, but even if there wasn't, i think it's something the game-makers usually avoid (unless for special occasions, like that alternate "extreme ending" for Xmas Payrise 7).

I think the message that CCBill is trying to say is "as long as it isn't overly-disturbing or 'deh-humanizing', you pretty much have free reign to do whatever you want no matter how explicit or shameless. It can be shameless and objectifying and degrading, but not dehumanizing".
