Question about male characters and guest characters cameos

Do we have to ask permission to use male characters and also do we have to ask permission for characters to at least get a cameo or guest appearance non-sexual just story purposes like how Officer Juggs. Is to the MNF Metropolis?

I don't think that using someones characters on a side role could cause any problems for the original ideas owners, but it will be good to just ask here on forum if the authors don't mind.
