He probably means he agrees with you. When some says "I second it" they usually mean they too agree with the statement and are the second person to do so.

Maybe there should be a new game about Diva Mizuki and Baka going to college. Mizuki takes the virginity of nerdy geeky losers while Baka gets to sleep with every hot cheerleader in MnF university
